What does catcher framing really mean? what does it do?

I have wondered the same thing. Does it actively play a role, or in effect just serve to reallocate value between the pitcher and catcher (for example, with pitcher P and catcher C, does changing the framing importance in the league settings change the battery’s performance, or just the distribution of credit for that performance)? Similarly with Blocking. Does it have more impact with wilder pitchers, certain pitch types, etc? Or, again, ok in terms of battery performance collectively, does it just alter the credit distribution among the pitcher and catcher and (in comparison with Framing and Arm) the amount of value deposited in each account on the catcher’s balance sheet.

Catcher Framing, AKA Lying to Umpires

The ability of the Catcher to turn an edge case ball into a strike.

In the game it affects (and I could be wrong here, so anyone more knowledgeable than I feel free to correct me!) CERA and helps with your pitcher's stats like SO rate.

There is a Framing stat in game, and in my experience the Framing Rating has a very clear affect on that stat over the course of a season.

I'll be honest, I am not entirely sure what goes into that stat... but the rating seems to affect whatever feeds into that pretty clearly.

I am aware of that stat, but this is only evidence of a change in representation—not necessarily the underlying process. While I like the willingness to try new infographics and data visualization formats, I have not found any confirmation that there are necessarily corresponding changes in the underlying mechanics. Take the batter ratings, for example, and the removal of Power from the Contact formula. Does this reflect some change in the order of operations for resolving an at-bat, or does it merely present a new definition of Contact (thus, no longer as a proxy for overall batting average but now for batting average in non-HR check at-bats only—with the overall batting average now to be inferred from some combination of Contact and Power)? Does the distinction imply, for example, that the relative importance of each is dependent on the pitcher’s Movement rating and its impact on the relative percentage of at-bats against him are assigned to the Power check versus the Contact check? I am not suggesting that I know the answers or even what should be the answers. Rather, I think it is just important to understand what changes are closer to the superficial Statcast additions last year and which indicate a change in or clarification of the underlying zeros and ones.

If you activate the widget that shows pitch location (and type and speed), you will soon see a few called strikes that were outside the zone. And, occasionally, the narrative will say the catcher "fooled the umpire" or "dragged that one into the strike zone" or similar. That seems to me to be a clear application of framing. It does not happen often - maybe once a game - but it can make a critical difference.
