Development training slider focus not equal for pitchers

I'm not sure if this was intended or not but pitchers do not receive equal values for development focus. If you have a three pitch pitcher you can choose to zero out focus on all the pitches stuff and max out the focus on movement, control, and stamina, two pitch pitchers would are only able to max out two and can fill half of the remaining focus you pick of the three. This is the same with each additional pitch a pitcher has available to him to train. In short your pitcher gets an extra half of a bar of development focus for each pitch he has.
