Full screen scaling is still a mess

My windows scaling is set to 125%. Full screen doesn't work right unless the windows scaling is set to 100, same as always, unless you like really tiny text. In addition, the maximum window setting doesn't work as I would expect it to either. If I set the game to start in a maximized window, the windows info bar (with the square and the x on the upper right) shows the single square, denoting not maximized and I can see parts of my desktop around the sides and bottom of the game screen. If I click the square to maximize the window (where it shows the square offset on top of the other square to denote maximized) it's fine until I exit and restart and have to click the square again (yes I realize this is a first world problem having to click one icon every time I start the game). Is there a launch parameter that would launch the game in a true maximized window? I've tried a couple and nothing seems to work.

When I click alway off for the dpi under expert settings and restart, everything shifts to the right and I can't see anything on the bottom of the screen. Same as every year. In window mode, it's fine, but the window doesn't start maximized even though it is set to. How can I start the game with a maximized window (the double squares on the top right corner of the game screen)?
