Pitcher Fatigue with pitch limit and opener enabled

I'm not sure if this is a bug in the new version, as I have the same settings as other people I've seen do it successfully but it's not working. I want to have a reliever heavy set up, where pitchers recover enough to play games every three days or so. However even with a low pitch limit, they still show as exhausted the day after - it doesn't make any difference if they throw 70 or 40. I know it's possible to set it up in the way I want, but I'm just wondering if there is a bug in the new version that means it's not working or players aren't recovering as they should be.
