Yes, when a patch/update is released, among other places, they post it here on this forum and sticky it to the top.

New beta Patch in about 30 minutes. Already released patch notes.

Do we need to download the new beta even if we are using the steam version?

The public release beta isn't available to Steam users (a quirk of the Steam platform). On Friday, the game will launch on Steam and thereafter any patches should, with default Steam settings, update on its own, as necessary.
