I didn't see this in the change log is this included in the new version? Also looked through the settings and didn't see an references to this new MLB rule.

The rule was new prior to the 2023 season and was not part of OOTP 24. As far as I'm aware, it's not part of OOTP 25 either. The same goes for the draft lottery rules that were implemented a few years back, they are not in the game either. The team is working to include both, but not sure when that'll happen.

There are draft lottery options in the league setup... although I don't know if they function exactly like MLB's.

Only the lottery part works. You can get a lottery pick every season in OOTP whereas in MLB you cannot receive a lottery pick in back-to-back season regardless of how bad you are.

It will probably be a year or two, IIRC there's usually a few year gap between when new CBA rules go into the game. Probably to have time to keep them from breaking financials?
