Promotion/Relegation League Question

I have been thinking about trying this mode but I have a question or two of the people who use this mode. I pulled up the quick start to give me an overall feel for how it works. I think I have the basics down. My question is about the draft. It looks as if the quick start is actually an association so when it come to the draft all 96 teams are listed in a single draft. Anyone know why that is? Is it to easily allow those bottom teams an opportunity to rise in the ranks? It doesn’t make sense. Why would the top rookies want to go to a bottom league where the league reputation is low? What I was thinking about doing is not having the leagues in an association but as separate entities. That way each league would have its own draft with players relative to the league setting. I would have the draft after the regular seasons are done and the teams have been promoted or relegated. My thinking is that the you want your club to be promoted to the next level simply because you have access to a better crop of rookies. In the quick start model I feel that over time you would have a massive amount of team movement which I’m not sure I want. Can anyone foresee any issues I may have with my league plan? Thanks for any feedback.

I don't think the English soccer leagues have a draft, they generally just poach the best players from lower teams. so maybe just have a draft at the lowest league or have a feeder league feeding them. You would likely have to seed the draft with way more players than you need so the best players go to the high leagues and there are still scraps for the low league.

That is an interesting thought. My concern is that the game engine does not allow for this sort of behavior. There is no loaner system in OOTP so those lower teams are going to want fair market value for talent. Unless, I’m missing something here I’m not sure I can pull off what you are suggesting. Although, I do love the idea. Thanks.
