Help Me With Realignment

in 2041, currently 2038, the Endor Baseball league will expand by 2 teams. I want a 4 division setup, per sub league, but I am struggling to put more then 3 teams in any one division. Although travel is not really an issue, I would prefer not to have 1 east coast south team playing a west coast south team.

Here are how they match up to American cities when i created the league. Population has been edited for all.
