What is the best way to transfer settings from an old league to another?
I tried Templates but some of the settings did not transfer.

An old league as in a league from a previous version of OOTP?
If so, you would have to import the league through each version until you reached 24. If it's already a 24 league, you could just load it up as is, then save it as a template and create new from there. |

If you only want settings, the way is to manually set them. Take some screenshots for easy reference
