Why can the AI always dissolve contracts every season, and I can only buy out contracts?

The mutual terminations, you mean? You can do that as well, but it has a specific set of requirements for the player:

-their happiness must be Unhappy or Very Unhappy
-they are not on the contracted team's active roster or injury list
-they are on the active roster of a farm team of their contracted team
-they have a two-way contract
-they have not rejected a mutual termination offer this season

If those are all true, you'll get a right-click option to offer mutual termination to the player.

There's one other situation where the AI (only) can mutually terminate: in leagues with a foreign player limit, before it sends a foreign player to a farm team it'll first offer mutual termination. That's mainly to make AI management of import players a little more realistic by preventing them from wasting foreign contract spots on players they no longer have a use for.
