Issue with cap space when making trade

I need some insight whether I am reading this wrong, or whether this is a bug. I am trying to trade Sean Couturier to AZ, one of the teams he will accept a move to. Per the League Finances tab, and the info on the trade screen, AZ has over $28MM available in cap space. But, when I start to offer a trade, as soon as I put Couturier in the block to be offered, the message appears that AZ cannot add that much salary to the payroll. I get if they don't want him, that's fine. But they do have the cap space to add him. Am I reading this wrong? [I tried pasting a screenshot, but I'm not sure how to do that here]

So, yes they have room but that doesn't quite tell their whole story. The Coyotes are also financially constrained for the first couple years due to playing in a smaller arena, so they have a smaller team budget. They are also still paying off not-retired-but-actually-retired guys like Shea Weber and Bryan Little for a year or three that's eating some of their cap hit too.

So it's not super easy to trade with them.

Thanks! That makes some sense. So "budget" would be different than "cap space."
