The issue with realistic signing targets in EU leagues from FHM 9 still remains. Players which are already in the league are considered unrealistic targets and will refuse to sign, for example when attempting a transfer - including players which in reality did end up going to that league/team, or even lower tier leagues. It also leads to bizzare situations with good players or prospects in lower level leagues refuse offers to higher tier leagues because they consider them not relevant to their skill level.
For example, the Tipos Extraliga has a bunch of 13/13 goalies in it, as does the Slovak lower division, yet only 12/12 goalies and lower are willing to sign up for a team in the TE - meaning players from the lower league refuse an offer to a higher level league. And once the season ends, none of the goalies are willing to re-sign, despite being in the league multiple years IRL. Same goes for skaters.
This creates a situation where the players that do in reality play in this league, often for years, even their whole career, don't stay in it in the game, and after the first season, when most of them leave, the level of the league drops off drastically.
