Intraleague Draft with Promotion and Relegation

So, promotion and relegation are still new so I'm figuring out a few things.

I have two small leagues, each with 8 teams. I have the "Use Intraleague Draft" selection ticked on the League Info screen. Mostly it seems the better players went to the higher league.

However it seems that many if not most of my players were picked by one of the higher leagues teams in their draft and then later picked up by my team (and teams in the lower division).

How does this work?

I don't see anywhere that they own their rights for the higher league, but maybe they do?

Was this just a decision the player made on a personal basis (more playing time etc.)

Were they not signed by the higher division club after being drafted?
