Most gm leagues require you to have the game, but I've seen a few that allow you to send the commissioner changes you want and they do them for you. I'd have to dig it up but there was even a template you can use for tracking those changes a while back.

There's a league currently running on fhm8 that doesn't require the game but it's a bit different, you just make a single player and go through the draft and develop them over time, if that interests you you should check out https://simulationhockey.com

basically a discord + google sheet. i run one, you're welcome to pop in and see if it is right for you, i fyou're interested.
