PCMs v. SPCMs

I know this question gets asked a bit, and I know what the manual SAYS. But the manual isn't always accurate, kept up-to-date or 100% comprehensive. So, I'm looking for collective insights on what actually happens in the game.

I have created 1 HS, 1 JUCO, and 3 college leagues in my game (D1, D2, D3). These aren't set up as Feeder Leagues as my major leagues don't have a draft. However, they are intended to be feeder leagues in that these are the leagues where almost all the world's talent gets created—once the players leave these leagues they will be available to be picked up by other leagues in the game. Primarily the major leagues,but players leaving the JUCO league could end up in the college league, and those from the high school league in the JUCO or college league. By the time players are picked up by major league clubs they are likely to have between 2-8 years of playing experience.

My question relates to the player creation modifiers. From what I have read, the PCMs should be set to 1 so that they overall talent potential of the players created is what we would expect a major league talent pool to look like.

But I am unclear on whether I should care about Sabermetric PCMs (SPCMs). And if I should be using them, what they should be set at.

The manual says SPCMs are only used for the creation of talent in a minor league at the time the league is created. However, I have read that these modifiers are also used (1) to determine whether players are ready to advance to the next level of a minor league system, and (2) to set the stage of development new players will be created at (so at .5 players are a long way from their full potential).

I don't care about (1) for my current purpose, although I'd love to know if it is true.

With respect to (2), however, should I setting the SPCMs for these to something other than 1. When I created the leagues the game automatically gave them SPCMs of less than one (.650 of college, and .5 for high school) and I left them. Things seem pretty good, but I'm wondering if these modifiers even matter or alternatively if I should set them to something else.
