Draft Compensation

I'm seeing issues with the Draft Compensation from previous drafts being applied (incorrectly) to the Current Draft Order.

We've been using CBA 2017 with the (1) QO per player per career.

In 2036, players were offered their QO (Dec 2036)
They didn't sign until after the 2037 Draft was complete (June 2037), which should have removed any future Compensation.

3 players are showing now, Jan 2038, for the 2038 Ammy Draft that comp is being applied to them.

Current vers. is 24.8.76
Game date is Jan 8, 2038

In the player history is highlighted and showing QO status, as well as signing after the draft, and the Draft Pick Changes for our current draft.

I have a little more info on this.

The draft picks being assigned for Comp FA's isn't being handled correctly, and I believe it's because of the two pronged (rev sharing and luxury tax) approach by MLB and their CBA with the MLBPA, which essentially looks at 3 things:
Does a team pay or receive Revenue Sharing (RS)
Does a team pay a Luxury Tax, and then
How much is the contract for.
Most often, if you look at MLB's examples on who pays what depending what they spend most are lock step with paying revenue sharing AND paying a luxury tax. That, to me, is the confusing part in separating it, and probably why there's a discrepancy.

Our particular league uses RS, but not Lux Tax, and I was able to separate it out - and since it's a tick box within the game, it should be able to be separated out (using either RS or Lux Tax) - but as it is right now, it's not handled correctly.

This is the "Cheat Sheet" I use for using Revenue Sharing and not Luxury Tax

This is what I've had to adjust and put out to my league, regarding the adjustments needing to be made:

DRAFT ORDER BEING UPDATED:

First
Picks for DIS (3rd and 5th) returned.
Pick for MIL (3rd) returned.
Pick for QUE (3rd) returned.
Second
DIS losses 3rd Highest Draft Pick - 2nd Rd (Okada Signing)
LIL has Rd 3 Pk 12 Returned, and losses pick Rd 2 Pk 8 Removed (Beachamp Signing)
this should have been the 3rd Highest Pick, excluding the Supplemental 1st, no necessarily the 3rd Round Pick
CHI losses 3rd Highest Pick (r3p15 - Trites Signing)
SAL has Rd 3 Pk 23 Returned, and losses pick Rd 2 Pk 25 Removed (Agani Signing)
this should have been the 3rd Highest Pick, excluding the Supplemental 1st, no necessarily the 3rd Round Pick

I'm going to allow the game's giving of Supplemental Picks at the End of the 1st Round.
There's too much to do with moving those picks and I didn't get a file before FA's filed to know for sure what pick was assigned where.
LIL gets Rd 1 Sup 1 (instead of Rd 2 Pk 26; Agani Signing)
SAL gets Rd 1 Sup 2 (instead of Rd 4 Pk 27; Okada Signing)
VAN gets Rd 1 Sup 3 (instead of Rd 4, Pk 28; Beachamp Signing)
DIS gets Rd 1 Sup 4 (instead of Rd 4, Pk 29; Trites Signing)

Compensation for losing players who reject their QO
• If a team gives a qualifying offer to a player who then signs elsewhere, the club that lost the player is eligible for Draft pick compensation. If the team that loses the free agent is a revenue-sharing recipient, based on its revenues and market size, then the selection -- if and only if the lost player signs for at least $50 million -- will be awarded a pick between the first round and Competitive Balance Round A of the 2022 MLB Draft. If the player signs for less than $50 million, the compensation pick for those teams would come after Competitive Balance Round B, which follows the second round.

The following 14 teams currently qualify for these picks: Athletics, Brewers, D-backs, Guardians, Mariners, Marlins, Orioles, Pirates, Rays, Reds, Rockies, Royals, Tigers and Twins.

• If the team that loses the player does not receive revenue sharing and did not exceed the luxury-tax salary threshold the previous season, its compensatory pick will come after Competitive Balance Round B. The value of the player's contract doesn't matter in this case.

The 10 teams in this category: Angels, Astros, Blue Jays, Braves, Cardinals, Cubs, Giants, Nationals, Rangers and White Sox.

• If the team that loses the player went over the luxury-tax threshold, the compensation pick will be placed after the fourth round has been completed (as with the previous scenario, it doesn't matter how much the player signs for).

Six clubs exceeded the threshold in 2022: Dodgers, Mets, Padres, Phillies, Red Sox, Yankees

Like standard Draft picks, compensatory picks in a given tier are ordered in accordance with the previous season's standings. If a team with MLB's worst record and a team with a .500 record both lose a free agent that signs for more than $50 million, the team with the worse record would receive the higher of the two compensatory picks.
Penalties for signing players who reject their QO
Any team that signs a player who has rejected a qualifying offer is subject to the loss of one or more Draft picks. (Players who are unsigned after the start of the Rule 4 Draft in the year that follows the rejection of their qualifying offer are no longer tied to Draft pick compensation and can be signed without their new club needing to forfeit a Draft pick.)

A team's highest first-round pick is exempt from forfeiture, which is a big change that went into effect under the 2017-21 CBA. Three tiers of Draft pick forfeiture -- based on the financial status of the signing team -- are in place to serve as a penalty for signing a player who rejected a qualifying offer:

• A team that exceeded the luxury tax in the preceding season will lose its second- and fifth-highest selections in the following year's Draft, as well as $1 million from its international bonus pool for the upcoming signing period. If such a team signs multiple qualifying-offer free agents, it will forfeit its third- and sixth-highest remaining picks as well.

Teams in this group this offseason: Dodgers, Mets, Padres, Phillies, Red Sox, Yankees

Examples: A team with one pick in each round of the 2022 Rule 4 Draft would lose its second- and fifth-round picks. A team with two first-round picks and one pick in each subsequent round would lose its second-highest first-round pick and its fourth-round pick.

(Note: Each pick in the first 10 rounds of the Draft has an assigned value, and the total for each of a club's selections equals what it can spend on signing bonuses for players selected in those rounds without incurring a penalty. When a team forfeits a Draft pick, it also surrenders the accompanying bonus pool money associated that pick, independent from any money forfeited from its international bonus pool per the rules below.)
