Is it normal for scouting director to ignore his task list?

What the title says.

I have 10 or so players on my head scout's task list and he has not scouted a single one since the season began. I see no indication the tasks are interfering with his normal duties (which, I assume, consists of scouting players!!)

Is this a bug or am I missing something? Any help is appreciated. As you can probably guess I am relatively new to this.

I'd try purging the list and adding a few new ones back to see if it continues.

I wonder if there's not enough scouting money in the category the players are in.

Thank you for your replies. Unfortunately I have looked into both suggestions and no dice. I have tried acting as GM of multiple teams in my league and every scouting report request just stays there forever with no progress, no matter the scouting budget. I am beginning to think this is a bug- will post in the bugs forum if an "in-game" solution doesn't pop up.

So I have noticed that the scouting director WILL do his tasks if I am actually employed as the GM of my team...but NOT if am using the "Act as" function.

Is this a normal function, or should it still work?

"Act As" is a way to go in and force signings/releases/trades/etc., but it doesn't work for actions that do not happen immediately. As the game moves forward, the AI GM takes back control.

"act as" is described as temporarily being in control for a moment in time. As noted HERE "act as" is not full control and it lists some features that aren't available in "act as" mode.

Scouting isn't specifically mentioned but it does say act as managers don't get a mails sent to the actual manager. Perhaps no one can receive the e mail so it isn't sent resulting in the scouting not being done.

This is somewhat speculative however the are errors and omissions in the manual. I'd normally say that upon reading something in the manual it's best to test it to be sure. However in this case the test was done first.
