Expansion Draft Bug

I've found a bug in the expansion draft process. It revolves around the number of
draft rounds and the 'Maximum Players Lost per team" setting.
I've done a test using the 1918 season adding the Quebec Bulldogs a year early,
and showing the results of a good draft and the error draft.

For the good draft, there are 9 rounds and each existing team (Montreal, Ottawa, Toronto)
can lose a maximum of 3 players each. This works without any problems.

For the error draft, the number of rounds is increased to 10, and each team can now
lose a maximum of 4 players. Immediately after the draft the expansion draft log looks fine,
with Montreal losing 4 players , and Toronto & Ottawa 3 each.

However when you roll forward a day, the game then adds an additional round (11) and
'drafts' an extra player from both Toronto and Ottawa and the draft log gets updated.
It looks like the game will keep drafting players from teams until they have fulfilled
their 'maximum players lost' quota, as long as there are still players available in
the draft pool from those teams.

I've included screenshots of settings and draft logs in each case.

Here are some more screenshots of one of the extra players drafted,
and the settings/log from another draft with the maximum players
lost increased to 5, showing problem getting worse.

I'm just gonna throw in that the initial Fantasy Draft has a somewhat similar error. I just had it in my online league. 23 rounds. But after simulating a day there is a 24th round added, where some teams picked 2 players.
