Update to Short-Rest Starters Coming Monday 7/31

Good morning!

The team will be updating the handling of starters pitching on short rest in Perfect Team 24 on Monday before league play begins. As part of this update, Starting pitchers will have some increased performance penalties when pitching at lower fatigue levels. They will also have a small chance of "not having it" some days, leading to a larger penalty to their ratings for the game. Starters pitching at full fatigue or full rest are not impacted. The fix will be deployed on Monday, and will impact both leagues and tournament play.

This will be a server-side change, and will not require an update to the game client.

Good. I've noticed a few cases of teams running four-man fronts on short rest, and this should fix their wagons!

The update has been applied, and will be active for the new league week and for tournaments and drafts.
