Player Rating CSV Discrepancy

Has anyone else had any issues with the exported player ratings file not matching their actual players?

I have a custom league with fictional players, and after using commissioner mode and turning off fog of war, my file has many players that are not matching my player ratings on the edit screen. Several players on my roster appear to be one off on the .csv file for each attribute similar to when players aren't fully scouted, but all of my players are scouted to level A, so I am a bit confused, and it is making updating my own tracking of player attributes much more difficult.

Anyone have any ideas or similar issues?
