I just tried to swap a pair of pitcher roles

5th starter to the pen and long reliever to 5th starter. I couldn't see how to do it. Is this an omission of a necessary option, or simply a failure to make clear how it can be done?

You can do it in multiple steps. If you drag in the reliever to the starter spot, he'll go in there, and the former starter will move to an unspecified role in the bullpen. You can then set his role afterwards.

I can't get the rotation and bullpen on the same screen. I have a Galaxy flip phone, so the screen is long and narrow.

On mobile, you can go to the rotation tab, remove a player (with the red x), and then add the other player in using the select button.
