Historical NTC Exemptions

I am playing in 1924-25, and random debut is on. There are six teams in the NHL at this point, and Nicklas Lidstrom has just signed a contract extension with a NTC. He has exemptions, though: all five of the other teams. I suppose it may not strictly speaking be a bug, as Lidstrom could just mean that he would consider going to one of those teams, but retains veto power. Is that it?

Essentially yes.

I don't think there's a check on the league size when generating the exemption list right now, so it's possible for this to happen. Should probably change that, doesn't really make sense for all the teams to be on it.
