More Stadium Issues

First, with the stadium export, how do I use this? I export the files but I don't know how I'm supposed to open it.

Also, some stadiums don't allow me to set wind direction. I checked and they are set as OPEN AIR. I can enter a MPH, but not wind direction. Is this a known problem?

I brought over the park.dat and parkconfig.dat from the default OOTP league and it seemed to fix everything except for the Oakland ballpark, which still will not list the wind direction? Is there a fix for this? Does this affect game play at all?
