New "discuss" owner goals do not stick through SIMs

In an online league I am in, I can not get the discuss owner goals to stick through the simulation.

I'll discuss the and accept a new goal. Export. Then every time I download the new file the old owner goal is there as if nothing ever happened.

Is this a problem with online leagues using the "discuss" with owner option?

This is an issue in OOTP 25 in my online league.
