How to maintain stricter control over player development arcs

I'm probably in a small minority. What I'm aiming to do is a bit odd, but I'm looking for a way to control talent arcs for fictional/created players. Specifically, I would like to see potential ratings locked until a player hits peak potential and then regresses due to age.

Looks like this is not really possible outside of manually editing the players between each season. Setting TCR as low as possible still seems to yield fluctuating potential ratings and affects abilities of the players. Ideally, I'd like the ability to set this to "zero" and turn off all potential changes, then just have age regression affect players' decline until retirement. Doesn't look possible.

As of now, I see no way to do this other than to shut off player development altogether and control progression/regression with manual edits each season. Perhaps I'm missing something. Any thoughts?

Set TCR to 1. Young players will age more naturally to their potential (which should not change) and then back down from it as they get older. That's about as good as it can get.

edit: maybe the fluctuations you are seeing in this situation are related to scouting?

Yeah I had TCR set to one. I did have the coaching system on and wonder if that had something to do with it. Scouting accuracy also at 100%.

I agree that those settings are likely the closest I can get. Thanks for the input.

Yeah, definitely turn off the coaching and probably the player personalities as well.
