Base stealing metric if off

Starting with OOTP 23, all of the sudden even my very good base stealers were getting caught better than fifty percent of the time. This would be true even if they were stealing against pitchers with poor hold ratings combined with catchers with weak arms.

Conversely, the computer teams are stealing very successfully even with mediocre or worse base stealers against my pitchers with decent hold ratings and catchers with strong arms. It seemed like a sudden change, because I had been successful at a rate you would expect and, then, I wasn't and the computer was.

Has anyone else experienced this in their gameplay?

I have not. Certainly not with AI stealing on computer teams, which, if anything, seems suppressed. (But then I can adjust the sliders for stealing for the sim.) Of course I recall the specific times my good base stealers were thrown out by a mediocre catcher. One things I’ve learned - not a hack unless abused - is to choose “run and hit” with a good basestealer on first (and a decent contact hitter). Many times the batter doesn’t swing, or swings and misses, and the runner is safe - more often than a straight steal. Of course, the risk is a line drive double play, which also happens. But another benefit is avoiding a double play on a ground ball, because the runner is already at second base and can’t be forced.

For a someone to look into something like this you'd need to provide more info - like if this is a historic or fictional or standard 2023 game (and if standard what year you are in). You'd also need data on the league and then player level. And if it only happens when playing out games or when simming them.
