Cobbiusto Major Leagues Join Date: Jun 2016 Posts: 303	$0 Intl FA Budget cap Started a standard game, let it run for a year then did 2 team expansion and took over one of the new teams. When I advanced to Intl. FA signing period, it gave me and other expansion team a cap of $0 and you couldn't make offers (as all would be above the cap).
