Please help. Majority of speed ratings dropped to 20

I have been playing as the Expos since 1969 and all of a sudden inn 1976 all former major leaguers speed dropped to 20 or 25...minor leaguers who never made the show seem to be unchanged

So, my AAA team has 2 total SB through 2 months and my speed players like Leflore and others get thrown out stealing almost every time...

Any advice would be greatly appreciated
