fog of war

I can't seem to get it to work.
I checked the box but I still see all the ratings.
Even tried exiting and re-loading the save.
Am I doing something wrong or is this a bug?

Are you in Commissionaire mode?

Not currently. I have used it in the franchise though. Is fog of war permanently disabled if you ever use commissioner mode?
