Association Playoff Bug - Cause pinpointed

I ran into a bug with an association last week. I think I pinpointed the source cause of the bug.

Ran association multi-round playoff with Playoffs Disabled for the member leagues. The association playoffs populates and runs the first round, but does not advance to the second round.

If I run the same association with Playoffs Enabled for the member leagues. The association playoff runs as it should - after the member leagues run their playoffs, of course.
