Finan Cash Limit, Starting Balance Difference

Current season is 2023 in OOTP23. I copied the league, simmed to the end of the season, and then imported to OOTP24.

I then updated owners, revenue sharing split, added a luxury tax, and simmed ahead a few seasons. I've run a few trials and have adjusted the National Media contract each trial.

I've pretty much figured out all the accounting changes but I still have some head scratchers.

If I have a limit for cash ($10.7M in 2025, $11M in 2026), some teams seem to respect the limit, others don't. Why would this happen?

I've provided accounting pages for two such teams.

Edit: First graphic is from the Angels. The second is from the Twins.
