Speed ratings all dropped to 20 or 25 across entire league

I know I dealt with this a few years back...But, I do not remember how to fix this

In my 1976 franchise season all speed ratings dropped to 20-25

LeFlore, Brock...everyone

This happened right before opening day

Any advice on how I can fix this issue
