Rule 5 Draft - Incorrect Draft Order with Expansions

Came across this draft order issue in a league like the following:

1. League does not have an amateur draft
2. But it does have a Rule 5 draft in December
3. And there is an expansion
4. Where the option for the expansion teams to draft last is selected

then the expansion teams will draft last for every Rule 5 draft that follows, even in future seasons.

I have to manually correct the draft order by exporting the order to .csv, editing it, and reimporting it.

Any way to correct this? If additional info is needed lmk.
