Transferring OOTP23 game to OOTP24
I have been playing a career game in OOTP23 and when I opened this game in OOTP24, my pitchers Overall/Potential changed dramatically for many players, e.g. my starting pitcher Juan Martinez went from 53/53 to 47/47, a reliever, Scott Kramer went from 48/50 to 40/40, and a real player, Trevor Hoffman went from 66/66 to 57/57. But this did not only happen to pitchers! I picked up Carlos Pena in the rule 5 draft and he is 41/55 in OOTP 23, now he is 31/36. I only had two players on my 40 man with potential rating less than 43, now almost half my 40 man roster is under 43. Why did this happen?

Some things have changed in 24, for instance the BABIP ratings used for pitchers now. So it's always normal to see a minor fluctuation in ratings when importing to a new version. Your changes don't look overly massive, so it seems these are within expected limits.
If you have an example of some specific players who sifted by like like 40-50 points or something though, let us know as that may be worth taking a look at.
