Issue with Draftee Negotiations

Did some drafts, offered money to draftees within the next day or two. Game says that feedback will be given in a few days via mail. If Manager Options->Transactions is set to AGM, there will be no mail or negotiation given. Can confirm this by setting Manager Options->Transactions to User, in which case mails will come in after. In addition, if left on AGM handling Transactions after manually offering money, the picks didn't seem to usually sign until a few days before the September deadline, if not failing to sign them entirely.

If I didn't offer money to the draftees, letting the AGM handle Transactions, it would never show offer amounts being negotiated in the Draftee Negotiation screen. They would just sometimes sign for some amounts that I could see in the logs.

Also seems like a lot of picks, some fairly high picks also, are failing to sign around the league. I'm wondering how much is intended/realistic.
