Question: Head Coach Trainig Skills

Hello!
Do head coache's training skills matter if I got all the coaching positions covered by assistant coaches? Or HC skills give additional bonus to assistant coaches?
And if I don't have one of the positions covered, does the HC cover this position with his skills (nobody is assigned as the goalies coach, for example)?

Yes, the head coach's skills are always included in the calculation for player development. So if there's an empty missing position, the head coach's skills will have a proportionally larger influence on the final number.
