Fatigue % ? Strategy Page

Ok, I got this wrong somehow, watched the videos too. Ootp 23 Strategy page, where you can adjust the fatigue for your league....
Is that 70% fatigue set for the batting bench player to be rested if the player level is less than 70% fatigue or 70% fatigued, ie 30% left to be available to play?
