Historical League - Running out of available scouts to hire

I'm playing a historical NHL league that started in 1970 and am now in year 1996. I have noticed over the last few years of the league that there are only 4 scouts available to hire in Eastern Europe. The other region scouts that are available haven't changed either although there are more quality scouts available to hire. I don't know if this is just a result of going far in the simulation or the iron curtain rule that was in effect? Is there any way to resolve this?

Yeah, it looks like the European staff pool in late historical games is too small, not just for scouts. I'll see if we can adjust that.
