Amateur Draft Question

Ok, I've been all over the forums and Google and I'm still stumped several hours in. This is what I want to do. I start in 1971 and set the Amateur Draft up as follows on the HISTORICAL tab:

"Automatically import historical rookies" - CHECKED
"Use random rookies from all eras" - CHECKED

The cool thing is that in my first draft class I got a bunch of random guys, like SP Rick Ankiel, but the problem is that he's 80 Overall and 80 Potential.

I want to be able to draft these guys without having them fully developed. I want to have to develop them in my minor system.

What am I missing? Please help if you can. I'm totally stumped...
