Jersey Logo Checkbox in OOTP23

What does the Checkbox- Lock team logos & textures suppose to do on team logo screen? My save has combination of real teams and fictional team jersey logos and it doesn't save the logo position on the jersey.
First I checked this box for all 24 teams in league save backed up the save and when I reopened team settings page all of the jersey logos were displayed on the right shoulder of the jersey instead of on the front center.
Proceeded to 'uncheck' this box and noticed some teams had logos correctly positioned on front of jersey while others were still being placed on right shoulder. I am not sure what the checkbox message is suppose to do. Manual is not very good at explained the process. Also even when jersey logo is placed in front center it suddenly very small, 'How do you increase logos size? again manual doesn't' fully explain
Could someone Kindly help me with the process? Have a 24 team save that was moved from 19-20-21 and 22 didn't have this issue with any of those version.

I believe it blocks the in-game engine from updating your logos/textures automatically when playing historic games. 'Believe'...can't be 100%

It would be nice if every option in OOTP had a pop-up explanation of what it did when you hover your mouse over it. I believe that would help a lot, especially during setup.
