Changes to League Strategy Occuring When Not Supposed To
League linked below is setup to not have strategy change year over year and to have stat totals auto recalc to same value. It appears to work correctly in each of the 3 minor leagues. In the major league, hook for starters and relievers changes each year, as does SB frequency. No other strategy settings are observed to change.

After further testing, changes to these settings appear to be driven by the era_stats file.
As feedback, this is very counter intuitive. It means it isn't possible to create a league that plays the same statistical style for a prolonged period without modifying the era_stats file directly -- unless you want to only sim one year at a time and manually change certain things back. Having a setting to fix stats and have the modifiers automatically adjust + the ability to enable/disable strategy changes implicitly suggests this is not how the game works. It might be out of scope for v23, but splitting the era_stats file to break out stuff that impacts strategy should be considered. Also, I would suggest normalizing the stats in era_stats to be per 100k AB to make year to year changes easier to understand.
