Quick budget question

If I have coaches turned off in my game (unchecking the Use Coaching System box in Global Settings), is it a waste to put money into the scouting budget and player development budget? I have been doing it but I started thinking if there are no scouting coaches and no AAA, AA, etc coaches in the game, maybe I am wasting money. Then I thought if I don't put money into these budgets maybe the game will flip out and I'll have worthless player ratings and terrible player development. Is there any definite answer to this question?

My speculation is that for fictional players there is is average development and that each player is randomized around average. In the event coaches are used players will be randomized around a better or worse amount depending on the coach.

My speculation is that with real players and recalc off the same system is used but possible with diminished effect. With real players and recalc on it is my hope that that coaching has near zero effect and is zero when Talent Change Randomness is turned off.

I play with real players and normal TCR. I assume coaches have imperceptible effect. I use the full coaching system and hire good coaches because it gives me something to spend money on.

I was under the impression that, without coaches, the scouting budget wasn't used (everyone just uses the default scouting) but the development budget did still affect players -- spending more for dev. would still improve your chances.

You can use scouting without coaches (or vice versa).

If coaching is disabled, then basically for the development engine, everyone essentially acts like they were playing under a generic neutral coaching system. So you can still get ahead by putting money into development.

Similarly for scouting. As long as scouting is enabled, then money you put into scouting will generate better reporting. Even with coaching disabled, if scouting is enabled you still have a scout.

Implication here is that coaches don't affect real players when dev is off and recalc is on. I hope that's correct.
