Some international free agents (not amateurs) are already signed the first day they're announced

Hi, I've noticed many times when the international free agents enter the market (not amateur free agents, but older ones), there is often at least 1 of them already signed by a team somehow, despite them just being announced. This means I have no shot of even offering them a contract. I believe I've seen this in older games as well.

I have experienced this also in the new and older version and would like to get a response as well...is this another glitch or an imitation of a possible real life scenario,where team and player have pretty much agreed on things behind the scenes

Yes, this is intentional.

Basically since a player can only get a max offer. So if they get that from a(the) team that they 'like' a lot, based on whatever their specific criteria they care about is, then they'll just sign with that team directly.

Wouldn't that apply to International Amateurs, but not established International Free Agents?
