Computer keeps signing indy league players for me

I have my game set up where I control all player signings on my MLB team and their minor league affiliates, but somehow the computer keeps signing pitchers from independent leagues for me. How can I get the computer to stop signing indy league pitchers for me? Plus my team has no money because of this. I don't know how they can continue to sign these indy guys for me with no $$$.

I just noticed this as well in my League when I set the Assistant GM to sign IFA I ended up spending on Indy league players that are bad and I don't have the money for.
