Cannot Generate new schedules for Minors in Custom Game

Every time I try to generate schedules for AAA, AA, A leagues, I get the same error:

"Schedules can only be generated during pre-season."

I have also tried other time frames and cannot find a day where I am allowed to regenerate schedules for my minor leagues.

.zip file is named MattJuly3

Have you tried generating the schedules a few days before the start of the minor league season?
