Historical Uniforms Missing

As a longtime player of OOTP I have always created a fictional league using real historical teams and statistics. In OOTP23 I can create the league but cannot access the historical uniforms and logos. I know they exist because when I search in Windows I can see them in the data directory but when I got to the team uniforms/logos in the game and use the "select" option they don't come up.

I have deleted and reinstalled the game, same problem. The second time I installed I saw an error message about not finding the data in the "players" option (if I recall correctly) in settings, but the next time I looked that message was gone. In any event, cannot (as example) find the uniforms for the 1969 Baltimore Orioles et all. Please advise.
