Owner Goals - Staff Cohesion

I received a goal from my owner to increase Staff Cohesion, which at the time was 'Feuding.' I've had staff cohesion at 'Ecstatic' for 2 seasons and it still shows as red and dings my performance evaluation every time I hear from the owner.
