unable to open the game after downloading

I need some help please. After downloading the game, and rightclicking on the ootp23_x64.exe file to run as admin I get the error announcement which I have attached here. I am also attaching the setup logfile txt file. I am using windows 11 and have mcafee anti virus.

would appreciate help as right now the game is unusable.
I downloaded the beta version public build 41.
