Free the minor league database

Mentioned for a few versions now.

to have customization of the historical minors

number of minor leagues, 1 or 2 subleagues, number of teams...
to have access to the outstanding database of players, but allow any league and team format we wish (as the standard database or the spritze database allows us)

That would be an ootp23 selling feature for me
