Can't figure this out? Need help!!

Been playing since OOTP4 and can't remember this issue happening in the past.

Playing as GM/Manager and for settings, I'm controlling everything except for the minor league lineups/depth charts/pitching staff, which I let the Minor league managers handle, and yet the AI keeps making offers to free agent players, and off the waiver wire, both in the off season, and although only two games into the season, same thing is happening?

Is there something I'm missing here, that's allowing this to happen. So annoying to have to go in daily and "withdraw" the offers, and also just had to release a player that the AI picked up on waivers. I had to go into "commissioner mode" to change his contract to zero, so I wouldn't take a hit financially.

In order to sim through a season, I had clicked on the "do not disturb" feature under the auto-play options, and then after the season, I took over an expansion team, and forgot to "unclick" that option. It's under the Manager Options tab.
